MORPHIA. There is, in my opinion, no objection to proposal contained in your despatch No. 11, concerning the prohibition of the import of morphia on the four conditions there stated. However, to prevent misrepresentations of the motives of His Majesty's Government, and by way of assistance to the Chinese Government, would you approve of my addressing a statement of the case to the Representatives of the other Powers for the information of their Governments, simultaneously with the communication of the proposal to the Chinese Government? This course would, I consider, be advisable.
